I have to agree with pablohungry, plenty of people want there pictures taken, so you shouldn't have a problem finding people who will. If someone doesn't want to be photographed you should respect their wishes, or risk coming off as a stalker.

No, that is an entry level consumer DSLR. That's not to say that it can't take good photos, but it is not meant for, nor does it give you enough control to really use it professionally. If you want an entry level prosumer camera the D90 or canon 40D would probably be the entry level professional options, but then you want/need to get a good prime lens and/or zoom. If you're going to do portraits I'd suggest a 85mm or 105mm lens for Nikon, you wouldn't want to use the kit lens for pro photography, in fact I'd save the money and buy just the body and a lens or lenses separately. If you really want a professional camera you should go full frame, D700 on up or 5D

That depends on what you are looking to do with photography and what your budget is. If you are looking at just learning more about it and as a hobby, then a midsize point and click might off enough manual options for you at a low price point. mid pricepoint might be to look at a micro fourthirds camera, they off the portability of a compact and the contorl of a DSLR, they aren't cheap but they aren't nearly as much as a really good DSLR.

I really liked the one on the paved road, great shot, I liked most of them. Do you post on Flikr.com or Picasa? Flikr has a really great community and the more active you are in looking at others the more people will look at yours.

Did you take them with a cell phone? A few of them are interesting, the angles and things are good. I'm not sure if you chose certain editing effects but there is a lot of noise.

Use a tri-pod and I find closer you can get the camera with everyone in the frame the better. Also make sure that if you are using the timer to take the pic you know where you are going and how you want to be posed, that way you don't get a nice pic of your family with your back turned running to "find" a spot, although that might make for a funny action shot =) Also not sure if you can do it on the D3100 or not but if you can set it to take multiple shots per timer that would be best.
